IEEP has set up an initiative, the CAP 2020 (http://cap2020.ieep.eu/) with the purpose to debate the future of the Common Agricultural Policy. The texts are written by leading experts from the various countries, and of comparatively high standard. It is indeed recommended as a serious introduction to state of the art of this complex polic area.

Has the liberalization agenda come to an end?

Ove the last decade the discussion about interventions and agricultural policy has been dominated by the WTO concerns for liberalisatioen and reduction of trade distorting subsidies. However the financial crisis and upcomming concerns for climate challenge these standpoints and may revitalize intervention forms. The first examples are carbon dioxide quotas, however tradeable, and growing public interventions in the banking sector and regulation of financial markets. The art will be to reintroduce subsidies and continue introduction of regulations, i.e. cross compliance, but avoid to revert to old times protectionistic policies…. to gain short term competition advantages….

Communication, the new trend in implementation of AE-regulation

Apparently a new trend when it comes to enforcement of regulation, not least the EIA (Environmental impacty assessments) required according the agricultural regulation for establishment of larger farms with more lifestock units. Recently the Farm advisors have started to coorporate with the municipalities´to inform about the rukes for enlargements (a link will soon be established)
One of the new advisory companies advertise stating thet they work in coorporation beacuse this facilitates the development of the investment projects and the approval at the same time.
Now: how did these things work before? Has the removal of the counties from the administrative landscape facilitated this new procedure, and how are the results? are the appovals becoming a formality?

Is the current Agri-environmental Policy under pressure?

What is the future challenges for an AEP in a ‘less rich’ society, where land is a scarce ressource. In The EU, AEP is institutionalised under the EU Common Agricultural policy this policy is currently under pressure and may disappear. If this happens what parts of the current AE-policy should then be upheld and how may the current gains be sustained (if there are any?)
What is the lessons learned from 25 years experience with AEP ? Can this be used in other Less Developed contries or in other fields in western europe? These are some of the questions that should be raised for improving the current policies and setting the challenges for a future AEP.
Most likely the schemes and measures to be sustained are the ones that can prove results and impacts, this is however not the main criteria in the current evaluation procedures at EC level, Where the focus is mainly on inputs and outputs.

Dissemination of the AEFootprint project

From the 12-13 of March, the final PONE-meeting (Panel of national experts) took place in Dublin. Final comments were received about the project content, and the remaining dissemination work was planned. The Outcome of the project will be described further on the project homepage. It includes development of an index, and application of this index in many European contexts.
